(President) Mr. Randall S. Stout holds a Bachelor’s Degree from the University of San Francisco. He founded Construction Services and Investigations, Inc. in 2007, which now operates throughout California and Nevada. Mr. Stout has over 30+ years of construction experience, building and evaluating projects of all types, including commercial, educational, high-rise, residential, and multi-family.

Mr. Stout holds Class “A” General Engineering and Class “B” General Contractor’s Licenses from the Contractor State License Board (CSLB). He is Certified with the ICC as a Building Inspector and ADA Plans Examiner. Over the years, he has consulted, built, and/or managed 2500+ projects combined, including infrastructure and tenant improvements for commercial projects.

Mr. Stout has testified at the California Superior Court in the Civil and Criminal Divisions, Federal Bankruptcy Court, CSLB Court, Small Claims Court (including testifying and opining at arbitrations). He has also been instrumental opining at mandatory settlement conferences, mediations, depositions, joint expert meetings and allocation meetings.
